Not as advertised

I have reordered the 10 x .28 inch straws that I have ordered from Revain several times. My new order description clearly states 10" in length and 0.28" in diameter. I ordered two packs of 250 straws each. The straws have arrived, the packaging says the straws are 10" x 0.28". The straws actually measure 9 inches by 0.23 inches, which is slightly smaller for 32 ounces. Cup. The new straws were made in China while the real 10 inch straws were made in Mexico.
