These arc lighters are a fun toy and useful in certain situations but not very useful for starting a fire. Heat only occurs within the spark path, so anything you wish to ignite must be placed in or near the small space between the electrodes. That makes them pretty good for lighting cigarettes I think, but not very good for starting a fire. You can use it to light a small piece of paper or the wick of a candle and then transfer that flame to the paper when lit etc., but it's less useful than a disposable chemical lighter. In general, their advantage lies mainly in their novelty.
