I ordered a size L for two of my 12lb and 13lb Maltese. One of my girls has a 15 inch back and another 12 inch but they have the same neck size and girth. The dress is a bit long for the smaller of the two bitches, but not so much that it bothers her at all. It's just a different shape and just goes to show that you should always measure your dog before buying clothes online. Don't take someone else's size (or breed) and assume it will fit your dog. I LOVE these dresses and will definitely order from this manufacturer again!
