Realizing that swim leggings would do the trick I bought three to try. I go to water parks a lot so decided to try these instead of my regular swimsuit for sun protection and more protection when getting in and out of tubes etc. These were my favorites of the three I tried. They are tight and I like that they are shorter. The bottom hem tends to lift a little towards the thinnest part of my knee, but that doesn't bother me. I just wish they had some sort of controlled compression inner panty to help with the bulge.
