Poor quality bits, bent and off center

Put the first 1/8" bit out of the box in my drill press and saw run out. After removing the drill bit I saw a bend when looking down the shank of the drill bit The drill must have been sharpened that way as the tip is noticeably off center Tried a few more some were ok some were bent, I only have a few other sizes checked and found a pair where I could see the tip sharpened from the center.
