They were very well packaged: in separate boxes, each lamp wrapped in foam in its little sleeve. 4 lamps installed in work lights that are about 20 years old. The two bulbs didn't work at first, but that was because the contacts on their sockets were rusty/dirty. I rubbed them with very fine sandpaper (400 grit) and that solved the problem. I find that others have complained that some of their bulbs were defective and wondered if they were careful when installing them. In addition to the problem of dirty contacts, it is also easy to install them incorrectly, ie so that the metal contact on one end of the lamp does not touch the metal contact in the socket. If you bought it and are having problems, check those problems before blaming the lamp. Also, make sure the wiring is OK, ie you see 120V on the lamp socket pins.
