Doesn't get hot enough

It doesn't get hot AT ALL. I had to remove the outer layer of fabric to feel anything. Cats have a much higher body temperature than humans (which is why they prefer warmer temperatures). I have a feeling it should be at least 10 degrees warmer. upset.
