Fiction. I actually ordered 4 of these.
These guys seem to have everything they need to power the RPI4. I have one that works as a media center and it gave low voltage warnings from time to time, although it didn't do anything special. I tried one of them and everything went smoothly. So much so that I ordered 3 more. I also like the power button so I don't have to unplug and plug the RPI back in when I need to power cycle it.
