Both drawers must not be locked.
Everything is fine with the filing cabinet. It's light and very portable, but the locking isn't very good. You have to move the key in the top drawer and none of the keys will lock the bottom drawer. At the moment I have a filing cabinet that only locks from the top. This poses a hazard as I have heavy objects and chemicals that need to be locked away as I am a licensed foster mom. Placing heavy objects on top may cause the filing cabinet to tip over when opened. I need to get it working because I already cut open the box and threw it away.
