Review on Syba SD PEX15021 Single RS 232 PCI Express by Chris Benton

I bought this card because of the price, simplicity, "promising" PCI-e interface, and two reviews here. The problem is that the PC (Dell Dimension 3100) does not boot after the installation - the HD spins up, but nothing else happens (at least for about an hour). Turning off the power and removing this card allows the system to boot properly. I updated the bios to the latest version with no changes. There is no setting in BIOS to enable/disable/change PCI-e 1x slot. Although the instructions say to insert the card and install the drivers, I accidentally installed the cards downloaded from the website mentioned when Windows looks for them - again no change in the no-download behavior. I don't know why it's interfering with the boot process, but it's back to Revain and I'll end up with an old plain PCI RS232 card instead.
