Fluffy tutu skirt made of tulle!
I love this skirt! I had a hard time finding a tulle tutu that was fluffy, not too short and not too thin. I'm very happy with it because it's the best of everything. The elastic band stretches but stays in place. Remember that there is no such thing as slip fabric as an underlayer, so it's a good idea to wear shorts or a sheer skirt underneath, just in case.
