This toy came with batteries and a little catnip ball. There is hardly any noise when it is on and my cat likes to try to catch the feathers. He will play with it and then spend a while watching it, as though coming up with a plan. It took me awhile to find the on/off switch, which is on one side and the same color as the plastic. The feathers are protected inside, but the bottom of the toy unscrews, I haven't tried it, but you could potentially replace the feathers by taking the toy apart. I would buy this again.
