Problem first. Although not labeled, the strip attached to the electrical ceiling box does not do so at its extreme edges, but instead overlaps behind the box, forming a curve at both ends. These are the base attachment points at the two ends on the sides of the outside edge. Bending the segment so that it curves towards the ceiling and the ends are slightly raised above the ceiling provides an axis for the base to swing about. The base of the lamp has a slight wobble, maybe 10.5 degrees or so in either direction from the neutral position. Lighting and functionality are otherwise good, but the wobbling is not yet perfectly visible and may bother some people when inserting or replacing a lamp.
