Are these pants even small?

I need to know what size to get from this brand for my mum 5ft 0 120lbs. She usually wears the signature brand Ruby Rd and buys a size Petite L. This is the perfect length and waist size. I bought a miniature L from Lands End and it's too big and too long. I'm 5'6 and 200 pounds and they fit me perfectly. I seriously don't think the pants sent to my mother were small when they fit me.
