I had amazing high waisted shorts from the Express brand, the same ones my 'bad' dog ate a huge hole in the crotch. Because, no joke, I've been trying to replace it for 4 years, now I can say the search is over. I'm 5ft 1in, 120lbs, meaty thighs and butt, size M fits perfectly. The reason I love them so much is that they have a high waist and the straps taper so there is no gap around the smallest part of the waist. the fabric is stretchy and comfortable. I have large legs and a very thin waist and part of the legs fit well. They are elastic enough not to compress fat but stay in one place. I can dance in it, play sports and sleep comfortably in it. It's just great.
