Be prepared to make adjustments

I took the correct measurements but the neck is over stretched and hanging around his shoulders, the foreskin is covered and his hind legs have disappeared into the fabric. In other words, it all slipped back. Apparently the neck was too tight on the structure and now too loose. The only remedy I can think of is to put clamps or something around the neck to keep it closed. Otherwise the fit seems correct.
