Velcro just not strong enough

I took them fishing and one fell off the first day and I was able to pick it up while swimming in the river, it fell off again on the 2nd day and I never saw it again . If you see it floating in Madison near West Yellowstone, please get it out of the river but don't try to use it. It's useless.
