Made for a skinny dog

My 9.5kg chihuahua can't wear a coat because the waist belt is too tight. Another 2 inches would have been easy to leave on the strap, but I would have to lengthen the strap myself. I was very disappointed. How can a 9.5 pound dog be considered a medium sized dog? It's not like this. It was a flaw in the way the product was made. Aside from the waist belt being too short, the coat is perfect in every other way.
