The left ball spins freely. I removed the ball to tighten the screw holding it in place, but the screw was only as tight as it could be. I could not move. The right ball was hard and didn't move. Also, the tray is off-center. After installing the camera, it was a good inch closer to my right hand. You can even see the off-center mount in the promotional image. I think I'll spend the $20 more and get a reliable one. Another problem. The small 1/4" screw that holds the camera to the shelf needs to be much longer. It just makes a few turns and the camera falls down. Don't make the same mistake I did. I will return it tomorrow.
