Hope for puppy anxiety relief!

Just received a package and big thunderstorms rolled in! I'm not sure how much this will help my nervous little bichon. I ordered a small one, but it seems very small! I've managed to stretch and secure around my neck/chest and back/abdomen, but have no idea what the back straps are for? The instructions don't even show or mention it! It looks like I clamped them around their hind legs. She may have a dislocated bone. In order to. at the moment I just have the straps attached to me and they hang on her back.
