It should be or maybe ok to use inside of a tub once water is filled and you are sitting on it. I purchased this to use as a stepping mat for me to step into the shower stall (less than 2” drop) and three times now it slipped under my feet when the floor was wet as suction cups do not have enough power to secure the mat on the floor. I am only writing this to let people know that this should not be used as a stepping mat, if you do, you should be aware that this mat may give and causes you to slip and fall. Please use my comment as a warning, not to discredit the product for different types of use, as it does note to use "inside tub”. I just assumed there would be no difference whether its used as a bath tub mat with filled water vs. stepping mat. Live and learn and glad I did not slip and fall. I am 67 yrs, old.
