Cheap, manufacturing defect.
The chair takes about 3 minutes to start. However, since this company didn't drill 4 holes in the right place, the bottom plate didn't fit. I ended up having to cut the metal off the base plate to modify it to fit all the screws in the holes. Now that it's assembled it leans slightly to the left and it sounds like it will tear apart every time I lean back. The armrests don't swing all the way back either, so they still get in the way even when folded down. I'm pretty sure I can't return it at the moment as it's assembled so I'll just warn anyone who sees this to buy another chair.
