I read reviews that it runs small. Will probably fit a child wearing 4t - unless they are very tall. It's very cute and well made. Bought for my daughter's pirate party. She is 48 inches tall and weighs 48 pounds. The crotch of her pantyhose came down to her knees, so I made her wear black "playground" shorts to keep them in place. The upper part suited her, but the skirt barely covered the lower part - come on shorts. It fit her better like a tunic. We didn't put on shoe covers because they didn't fit over her small feet. She looked cute without them.
