Bad voltage regulation at 5V

I needed a circuit to drop the voltage from 12V to 5V in a system where I use both voltages. So I connected a 5V jumper (which is quite difficult considering how small it is and with a solder mask) and checked the voltage. Got 3.8V DC with my multimeter. Connected to an oscilloscope. Slightly better at 3.9V, a perfectly flat line with no ripple, but the output voltage was definitely too low. Checked the 12V wall wart I used to power it: 12.2VDC. Thought maybe it was just bad. I tried all five included in the package, all five showed 3.87V DC. It *might* work for TTL control I think, but I was expecting 5V when it says 5V.
