2014 Explorer P0456 code. I've cleaned the tank nozzle multiple times, but there was a P0456 error code all the time. In the end I decided to buy a valve and yes it was stuck in the open position. You can check if the valve is ok while it's on the engine. Disconnect the electrical connector and hose and check for vacuum. When the connector is removed, there should be no vacuum on the hose side (the solenoid valve should be closed). See the photo I took. I installed a new one in about 5 minutes, that is after finding it and removing the engine dust bags. The new part is exactly the same as the old one. Suggest putting some silicone grease on the o-ring and other joints. The hose that goes to the valve also has an o-ring, so a light coat of o-ring lube will keep everything nice and smooth.
