Ruffle Skirt NOT in Bedding

All I got was a frill around the spring block, it's NOT like the photo. The image shows the material lying flat on a feather block with an attached skirt (ruffle) hanging over the feather block to hide items under the bed. What I received was just a ruffle with an elastic band to fasten it around the feather block.
