Will not fit 32 - won't even close

Another spare tire said to fit 32 and another holder being returned in a pile of scrap. Doesn't even come close to 32 as my 32 has an actual measurement of 31. I've spent over $1200 on carriers so far - all sent back. Not sure why it's so hard?
