Doesn't clean completely

I don't wear a lot of makeup, but I like to use makeup remover pads to pick up any leftover eyeliner after washing. I had to rub too hard to remove the remaining stains. (I don't use waterproof eyeliner or mascara.) They're too subtle for me. I'm sticking with the usual neutrogen removers. They work fine.
