so 18 " when the 18 " center hole seems perfect but the loosest hole barely fits.
Very well made. 18" is a little tight, but my mistake is that I measured the old broken collar wrong (the old collar was very loose and seemed to be 19", so 18" when the middle hole is 18" perfect seemed, but the loosest hole barely fits, but must be measured incorrectly as the old hardware broke). The metal parts feel nice and strong and should last us many years.
