That's all it claims to be. I have ordered 5 different products to deal with cat and dog urine stains and smelly carpets. I read reviews that it's too expensive but decided to give it a try. A 16 ounce container covered 3 large spaces. The powder is very fine and covers well. When applied, there are no odor or dust clouds. I let it sit for 20 minutes and then vacuumed it up. There was absolutely no smell left. I can't express it enough, there was NO SMELL of urine or powder. Although I used it all over the carpet I used black light to see the strongest stains. After editing, I couldn't find the slightest black light spot. One room smelled so badly of cat pee that we were about to rip out the carpet. After the powder, the carpet is saved. This is an expensive product but well worth the money. I will definitely order this product again and recommend it.
