Wrong voltage for my opinion

Product page, box and device all say 110v. When I connected it to 110v, it did not work. Out of curiosity, I opened it and noticed the hot wire is connected to a pad labeled 220v. I tried moving it to the 110v pad, but since there are components missing, it didn't work.

The thing that was a amazing surprise to me is that it had a loud enough sound siren, I thought it was just the rotating warning light.
