There is no prior warning that you must fill the base with water for the sign to be stable.
Aside from my fear of water leaking from the base, the unit is very good, works well and does the job. Not disappointed we bought it just wanted to know about the water filled base. Instead I assumed it was some kind of weighted material. I think you could put sand in it if the sand was stable. lining
