This is a thin, low quality microfiber fabric. They have the same properties as a high-quality microfiber cloth, but can be up to 40% smaller. You can throw light through them and you can see through them. I'd say just wiping the dust off with water is fine, but make sure you use two rags instead of one. It doesn't pick up dust too well and will leave dust residue behind when it's overloaded (which doesn't last long, to be honest). The only reason I'm raising this star is because I bought it for $6 on the best day and you get what you pay for. Overall it's a strong 3/5 and 4/5 for the reduced price alone.
