I am an engineer and also work in information technology. This happens in our server rack so out of curiosity I used and tested my amp probe. The parts are not connected and do not work. I was disgusted so I checked each part and followed the line. The wire from the alligator clip to the bracelet clasp is not connected to the bracelet clasp, so it doesn't ground anything. I took it apart and checked, and sure enough, no connections.
