This dress is absolutely gorgeous and much prettier in person. I would call it a true dark blue. It's rough outside of the packaging...definitely needs steaming, and it steams very easily indeed. Once you steam it, it's beautiful. The dress is quite heavy so honestly I wouldn't recommend it for preschoolers just because I've seen it get uncomfortable quickly at that age. It's long but you can easily trim the tulle with a good pair of scissors. The dress itself was very swollen and I don't think a ring skirt would be needed underneath. There is a zipper at the waist so your measurements should be pretty accurate even if there is a tie in the back. We used this dress as the flower girl dress for our Navy and Wine bridesmaids wedding and it fitted perfectly. Nice dress for the price. The upper neckline could use a few tucks to fit better, but we didn't really need it. I highly recommend this dress!
