I was afraid this skirt would be too long for me. I'm only 5ft 2in so long skirts and dresses tend to drag on the floor when I try them on. From time to time I find one that works for me and this is one of those times. I weigh about 130 pounds, waist 29 inches and hips about 39 inches. This one size skirt fits me perfectly and easily stretches to a larger size. The waist has that thick elastic part that can be shrunk if needed to shorten the fit, or to pull it up all the way and wear it as a dress. You can tie at the waist for a perfect fit, love how you can tie it in a cute bow. Haven't tried it as a dress but I like how it looks like a skirt. It sinks to the ground, but not far enough for me to walk on or trip over. I bought a black crop top to wear with other high waisted items I have. I plan to see what other colors and patterns are available because I very rarely find a long skirt that isn't too long for me.
