Yes it is possible, but a foam-filled tire and wheel assembly is probably your best bet.

High quality thick hose with great angle valve at a very competitive price. BUT: Changing tires with very small, thin rims is difficult. You can damage the new pipe while struggling with the conversion task. If you must do this job, use a liberal amount of liquid soap on the tire bead and rim bead. When you try to inflate the tube, the valve stem pushes slightly into the rim, which is not good. Use some rubber bands wrapped around the stem to prevent this from happening. The inclined valve stem helps. With the charader valve removed and the compressor set to less than 20psi, attempt to pump. This will help evenly seat the crumpled tube in the tire. Then install the valve and inflate to about 15 psi. If you get a slow leak later, try the slime sold here on Revain. We advise you not to mess around with patches to fix punctures. When purchasing a pair of foam-filled wheels, be sure to accurately measure the axle bore to get the correct size.
