This stand is suitable for budgies and cockatiels, possibly lovebirds, but not the larger ones. The African Gray (mentioned in the description) can chew it up in no time. It's hit or miss. The first one I ordered had no screws or hooks and had to be sent back. The second had all the parts. As others have said, it is easy to assemble. I don't recommend wrapping sandpaper around a perch; it is not good for bird feet. To roughen the bars for better grip, simply sand them down lightly with coarse sandpaper.
