This allows warm air to move from the outside or inside to the colder side. Drafts are not caused by an outside wind, but because warm air is always moving in the direction of cool air. This creates the interaction of the wind outside, the warm front with the cold front and the draft in your house. By installing these small pieces of Styrofoam, you can effectively shorten this process. It took less than an hour to complete each wall outlet and the cost was negligible compared to the energy savings accumulated over time. You can also use foam sealant for gaps and cracks, but this stuff is messy and hard to tell where it stops expanding. You will need to trim off excess material with a thin knife or insulation knife to reattach the overlay. It will take many hours and lots of foam and chaos. It's a lot easier in comparison.
