It's just a dish rack. But she made her wife happy.
Bought to replace a frame that was over 6 years old and had worn off some of the plastic coating. Because of these worn spots, rust stains sometimes appeared on the dishes. The woman was unhappy. It took less than 5 minutes to move the old rack and install this one. Remember that you have to move the rotating water arm to the new position.
