Don't work! Is there a trick to it they forgot to tell me?

They aren't dried up--I can scrape my fingernail across and pull up a curl of glue. But it doesn't stick. I have tried to rub it on something rough, rough up the surface, and then apply glue. Nope. Nothing works. What a waste of money.
