Dirt shave and hair removal

I don't know what the material is but it looks like some kind of thick foam, maybe cardboard material. I bought these to refill my stash of strips and they are not at all what I expected. I apply the usual amount of wax, making sure they are pressed firmly and don't even soak up the wax. I have applied twice to the same area and I still have hair under my armpits. Mm no, I'll be back
