There is a secret to using it.
There's a secret way to make beautiful fringes with this cutter. Place the folded tissue paper between a sheet of regular carbon paper. Place to shred .You should get a very nice fabric border.I'll try that with cut out plastic tablecloths of course.Check YouTube for other secrets to using this.
