Soft stainless steel that breaks easily

I've had two of these bolts that broke from overtorque and the problem wasn't that I was using too much force, it was these bolts are very soft. Stainless steel. Softer steel makes it easier and cheaper to manufacture, but also severely limits its uses. I had to use standard nuts as the ones with inserts caused the bolt to break before the nut was halfway screwed onto the bolt.
