If it won't turn the flywheel then the coil spring isn't tightened properly

I bought a used one that was in "like new" condition, only the one I bought shouldn't to be tested by Revain because it didn't work when I received it, someone disassembled it and didn't reassemble it properly, the product itself works well now but I can't help but wonder if it was returned because it was assembled was wrong at the factory or was disassembled and returned by the foreman after he couldn't figure out how to put it back together
