Not necessary! But it works.
When I bought my Tekonsha P3 Brake Controller I saw that it was a 'frequently bought' item and without my duty of care I put it in my shopping cart. DO NOT DO THAT! It's already in the box. Now I have 2. I only needed 1. Nice job Joe. But it works. Looks and works the same as the one that comes in the box with the brake controller. Make sure you can see if it's in the box. If you're using a permanent mount, you don't need one either.
