A cheap meter costs about $150 and is barely enough. Be prepared to pay $400-$700 for one you can depend on for sure. There are pads for less than $150, but they are absolute junk. I use these pads to bring heavily oxidized one-step colors back to life. They load and need to be washed very quickly. The two pads allowed me to do the hood before I had to wash it. I highly recommend buying a hood at a junkyard to practice on before using it on your own car or, god forbid, a customer's car.
