Won't "lock up " a wheel unless it's on a nut

I've never seen a tool like this before ordering. I just saw a video on YouTube about this key. My guess was wrong: it won't "LOCK" the wheel unless it's already on the nut or bolt head. Use the wrench as usual in the open position, tighten the wheel, then tighten with the handle and the mechanism will press the tab or nut. It snaps into place and makes it easier to turn since you don't have to worry about it slipping off. You must then UNLOCK the handle to remove the wrench. I suspected it could stay locked and essentially become an open-end wrench once installed, but it doesn't lock the thumbwheel for adjustment.
