Only works with very low power consumption - does not work with tire pump

Bought to power a 12 volt portable tire pump because I liked the convenience of plugging it into the garage wall instead of starting the car. In either case, this turns on the pump light but does not start the pump. The car is a 4-cylinder hybrid and the tire pump works great. I have a portable battery and the pump works fine. This thing can work for small purpose like light and charge phone slowly. Otherwise the thing doesn't work. Not strong enough for the normal/common things people want to use it for.
