It is indeed a creamy smooth velvety matte. From the bullet, it goes on creamy and opaque. I blur out my lines with a brush to do the Korean blurred lips thing cause I have awful lip shape. It works well for that, the lipstick is indeed, like a blurred finish. It does transfer easily if you have it on opaquely - like all velvet mattes will. The color City Pop Chili is somewhere between a brick red and orange/red, coming out pretty close to the pictures imo. Overall I suck at wearing lipstick but if you're a blurred matte lipstick person, you're going to really like this!
